The mounts must be run at the same direction, as the belts are intended to secure the driver. The belt webbing must be protected from any sharp cutouts in the sheet metal or any other sharp edges. The date on the belt must not exceed 4 years.
b) Seat belt webbing that comes into contact with any sharp or unradiused metal edge must be protected from that edge by means of push on grip vinyl trim. The areas of concern are the webbing slots in the metal racing seats. All the seat manufacturers either roll the edge or supply the seat with trim protecting the webbing from abrasion or cutting under impact conditions. Webbing entry slots into the seat with an existing metal roll of one eighth inch (1/8”) smooth radius will not require vinyl trim.
c) The areas where the webbing slot has been enlarged by filing or cutting are of particular concern. In most instances the edges have been left sharp, increasing the incidence of belt failure. As racing seat belts are subjected to severe conditions, it is encouraged that worn/frayed belts are replaced immediately and undamaged belts are replaced every 24 months. The date sewn into the webbing should be used as a guide. Where the seat belt date is known to be “new old stock”, it is acceptable practice to extend the replacement date on that set of belts to 36 months from date of manufacture.

Belts older than 48 months will not be permitted for the 2007 season. Damaged belts will also not be permitted.

Other

a) There must be no sharp or protruding edges in or around the cockpit, which would impede the driver’s rapid exit from the car.
b) A headrest (behind the head) with padding is required.
c) A right headnet in the absence of a padded right headrest is required. Headnets must be equipped with quick release mechanisms.
d) There must be a marked electrical kill switch in reach of driver.
e) There must be a marked fuel shut off valve in reach of driver.
f) All drivers must wear a clean one-piece IRS approved driver’s suit, quilted or with underwear, head socks, gloves, foot socks and shoes to IRS approved specifications.
g) An undamaged Snell SA95 or newer spec full face helmet is mandatory for all events including track packing.
h) All crews must carry an operable fire extinguisher of 20 pounds marked with the car number in 2 inch (2”) numbers/letters in the rear of their transporter, capable of extinguishing gas and oil fires.

Qualifying – Time Trials

a) Track Packing: Prior to time trials, hot laps or when called upon all cars are required to help pack the track. Cars that do not track pack, may be limited to one time trial lap, with 17th the best they can qualify.
b) Each car will have a two-car grace period to time in position. If the grace period is missed, the late car will take its time trial at the end of the scheduled line up with only one qualifying lap. The best the late car can qualify is 17th.The late car must be in line before the last scheduled car takes the track.
c) If, for any reason, a driver and car match-up in any race is broken, then the car only is considered qualified.
d) If a car switches drivers, that car must start at the rear of any race that the car has qualified for.
e) If a driver switches cars, the driver will start at the rear of any race that the car has qualified for.
f) After any race’s original green flag is dropped, no driver car combination may be broken.
g) If a back up car is used it will remain a scratch-car throughout the remainder of that day’s program.
h) Any car without a time trial for any event will start behind those cars with a time trial which have qualified for that event.
i) Once qualifying has started and is then rain delayed, only one lap of qualifying may be given per car at the discretion of a Series Official. There may be cases that a lineup from the draw must be used at the discretion of Series Officials.

Dashes

a) The Dash will be made up of the Fastest Time Trial car that transfers to the A-Main out of each Heat Race. If four (4) Heat Races are run, then the fastest overall qualifier that hasn’t transferred will make the fifth (5th) position car in the Dash.
b) If six (6) Heat Races are run, the fastest Time Trial car from each Heat Race will make up the six-car Dash event.

Starts and Line-ups

a) Any car and driver holding up the start of any race will be placed at the rear of the lineup.
b) The green flag will signal the start of the race once the racing surface is clear and the cars are properly aligned.
c) Any intentional delays caused by a driver or his crew may result in the disqualification of that car and fines for the driver.
d) A pace car may be used to initiate all events. No passing of the pace car will be permitted. All cars must be on the grid for all preliminary events when the pace car picks up the field.
e) All double-file starts shall be at a consistent medium speed at a chalk line in turn 4 as designated at the driver’s meeting. Any car racing or passing before this point will bring out the Yellow and may be penalized 2 rows (4 positions).
f) Late cars will be permitted to enter the racing surface after the “one lap to go” signal only if it is deemed safe. Those cars will tag the rear of the field.
i) Any car returning to the work area after the field has left the grid will lose its starting position and, providing the car can safely reenter prior to the start, will be permitted to tag the rear of the field.

The RaceCeiver One-Way Radios are MANDATORY at all Independent Racing Series events for the 2008 racing season.

Restarts

a) The designated restarting point will be at the cone in turn 4.
b) All restart lineups will be derived from the official scorers’ lap sheets.
c) Should a yellow or red flag be thrown within the first lap and only one car is involved that car will restart in last position. Should more than one car be involved, the original line up will be used on the restart.
d) A Delaware Double-File Restart will be implemented until the race has 10 laps to go with lapped cars tagging the tail for the restart. (A-Main & B-Main ONLY).
e) On a yellow or red flag, all lapped cars fall to the tail of the field.
f) When an infraction occurs on a restart, Series Officials can exercise their discretionary powers and allow the race to continue, not calling for another restart, and then penalize the offending car(s) when that race is concluded.
g) All cars deemed involved in a red/yellow flag incident will restart at the rear.
h) Any car in the pit area when the race is red flagged will restart at the rear.
i) Any car having to stop because of a blocked track may not be considered in the red flag incident at the discretion of officials.
j) Any car black flagged for consultation under yellow, by a Series official retains position if cleared by officials.

Racing

a) Any car racing through the infield, or off the intended racing surface, in order to better its racing position, will be yellow flagged and shall restart at the rear of the field.
b) A black flag will be shown to any driver that is losing part of the racecar or whose car is excessively smoking. This black flag decision will be made by a series official.
c) Ignoring a flag of any color will result in a fine plus any other penalties set forth by the officials.
d) Any car that spins out and does not bring out the yellow flag or have an accident will fall in where it gets momentum. If the yellow flag does come out, the car goes to the back of the field. If a car is spinning out and a yellow flag appears for another car, the car spinning out will fall in line where it was running, if a new lap has not been started.
e) Two unaided spins that bring out the yellow flag twice could result in the offending car being disqualified from the race at the discretion of a series official. A third unaided spin is automatic disqualification from that race.
f) Two courtesy laps will be given for changing flat tires only. Only the tire that is flat may be changed. The car will rejoin the field at the tail.
g) All drivers must obey signals, communications, and/or the official’s blackboard(s) or be subject to fines and penalties.

SCORING PROCEDURES

a) The laps shown on the schedule are a maximum. The number of laps may change due to extenuating track circumstances.
b) Weather permitting all races must be completed under two consecutive green laps even though a race may run over its prescribed number of laps.
c) In the event of rain or other unforeseen circumstances, a race may be called complete after reaching, at minimum, half distance. The half-way lap must be completed.
d) Should a race be under red or caution at or after half distance, and rain or another circumstance prohibits completion of the full distance, the race will be scored as per the lineup for the intended restart.
e) A race is not considered complete until the checkered flag is displayed.
f) If a yellow or red flag must be thrown after the checkered flag is displayed, the race is immediately over. Those cars not crossing the finish line before the yellow/red will be scored in the position they were in on the last green flag lap.
g) A restart will be lined up based on the last completed scored lap.
h) A lap is not scored on a start or restart unless all cars complete the lap by passing through the start-finish line. This excludes cars previously involved in an incident.
i) If two or more cars complete the same number of laps, they will be scored and paid in the sequence in which they completed those laps.

PROVISIONALS AND ALTERNATES

a) Two provisionals will be used per event. These provisionals are available in the order of point standings. When all point drivers provisionals are used, provisional goes to the fastest qualifier. (There will be six (6) provisionals per team per year.)
b) After six (6) races, then an IRS member driver that has not missed an event will earn another provisional on every three (3) consecutive races run. If you miss an event then return to an event, your earning of provisionals will start with that event and you will need to run three (3) consecutive races. After missing another event, you will NOT be eligible to earn a provisional every three races form that point forward.
c) Teams wanting to take a provisional must have attempted to compete in at least one preliminary event leading up to the A-Feature.
d) Provisionals tag the rear of the A-Feature.
e) In the event that a car qualified for the main event is unable to take the initial green flag, the first non qualified car will be taken as the alternate for the feature event. The original qualified car will not receive points for the feature race. If a car takes the initial green flag and then falls out of the race, no alternate will be taken and that car will receive last place points for the feature.
f) No alternates will be taken after the events original green flag has been displayed.
